A new report from the American Legislative Exchange Council (ALEC) offers a roadmap to recovery based on economic performance trends from states over the last 10 years. The third edition of Rich States, Poor States: ALEC-Laffer State Economic Competitiveness Index shows how out-of-control spending and higher taxes by states, is harming their economies and leading to an exodus of their residents.
